In an effort to address the growing demand for affordable housing, the Overland Park City Council has approved the Portfolio Homes pilot program. This initiative is designed to streamline the construction of smaller, more attainable homes, catering to residents seeking alternatives to larger, more expensive properties.
Program Overview
The Portfolio Homes program offers 26 pre-approved home designs, including both single-family and duplex options. Single-family plans range from 640 to just over 1,600 square feet, while duplex plans extend up to just over 2,000 square feet. These designs are available for free download, and the city is waiving building permit fees for approved applications, making the process more accessible for potential homeowners.
Addressing the ‘Missing Middle’
Assistant City Manager Jack Messer highlighted the city’s housing shortfall, noting that the market predominantly builds larger homes. The Portfolio Homes program aims to fill the gap in the ‘missing middle’—housing that falls between large single-family houses and large apartment complexes—providing more diverse options for residents.
Community Response
The program has elicited mixed reactions from the community. During the council meeting, ten individuals spoke in opposition, while four expressed support. Concerns were raised about the streamlined process; however, city officials clarified that the new zoning rules do not eliminate the existing requirements for neighborhood meetings or public hearings before any zoning change for a portfolio home development can proceed.
Looking Ahead
As Overland Park continues to grow, initiatives like the Portfolio Homes program represent proactive steps toward accommodating diverse housing needs. By offering pre-approved designs and waiving certain fees, the city aims to encourage the development of smaller, more affordable homes, ultimately enhancing the quality of life for its residents.
